North Logan is one of the nicest residential areas in beautiful Cache Valley. You are located near convenient shopping centers, schools, churches, Utah State University, and the entrances to scenic Logan Canyon and Green Canyon. Besides the beautiful and scenic attractions in the nearby mountains and canyons the people are friendly. Whether you are a newcomer to North Logan or have lived here for some time, we want to promote an atmosphere of neighborliness and friendliness. We have prepared this information sheet for you. we hope the material here is helpful. If you have other questions, please feel free to contact us.

North Logan is a rapidly growing third class city providing parks, roads, water and sewer systems and trash collection (trash collection is contracted through Logan City). We also have our own police and fire departments. Your monthly utility bill covers your charges for water, sewer, trash collection, a stormwater fee, plus a fee for 911 emergency dispatch services.

MAYOR’S FAQ -

You may have heard that North Logan City is revamping our General Plan over the next year.  This is a big process required by the state of Utah, and it's an opportunity for you to shape our community for the future.  Here are some frequently asked questions about the plan:

Q. What is a general plan?

A general plan is a long-term plan made by cities to organize development and community initiatives.  It details the vision, policies and framework developed by the community, that guide growth and development in a neighborhood over a period of time, usually 20-30 years.

Q. How can I give my input?

  • Go to nlcplan.org and see any news/updates on the plan.
  • Subscribe via email by emailing receptionist@northlogancity.org and asking to be added to the list to get updates on the plan.
  • Review the draft plan, submit  comments, or to see progress on corresponding ordinance updates at nlcplan.org.
  • Keep a lookout for open house meetings where you can submit your input in person.
  • Participate in surveys the city will be sending out relating to general plan elements.

This plan revision will be a big effort on the part of staff, elected officials, and our community, but it's an exciting opportunity for your voice to be heard.

City Rentals

Q. What are my duties during and after a snowstorm?

North Logan City Code 11-309 specifies that you must remove snow from sidewalks within a "reasonable" amount of time after the snowstorm.  If the snowstorm occurs during the nighttime hours (5 p.m. to 6 a.m.), then you must remove the snow before 9 a.m. I know firsthand that shoveling massive amounts of snow can be exhausting, but your neighbors will appreciate your efforts.

Q. What are the ordinances about parking on the street in the winter months?

North Logan City Code 11-604 prohibits parking on the street between the hours of 12 a.m. - 6 a.m. from November 1st through March 31st.  The NPPD has been cracking down on this illegal parking lately, so be sure you move your car off-street overnight.

Q. How can I make the snow plow drivers' jobs easier?

What a great question!  Our snowplow drivers are top notch and set the standard across the state.  Blowing or shoveling snow into the road isn't just annoying to your neighbors--it can be very dangerous for snow plow drivers who unexpectedly hit the pile of snow you just bladed into the street.  It can cause the plows to abruptly stop or to list sideways in response to the barrier of snow, which creates a risk of the huge trucks hitting parked vehicles, or in worst case: pedestrians.

Also, pushing snow to the sides of the roads and thereby narrowing the street can cause similar problems.  Please push/blow your snow onto your own property!  Let's keep our  snowplow drivers safe while they're working day and night to keep our roads clear.

Q:   Can I long-term rent a dwelling I own in North Logan?
A: Yes!  Any dwelling in North Logan can be offered for long-term rental (30 days +).

Q:  Can I short-term rent a dwelling I own in North Logan?
A: Yes!*  But first you must obtain a Conditional Use Permit through the Planning Commission.

Q: Am I allowed to create a separate apartment or living quarters on my property for rental purposes?
A: Yes.*  Contact our Community Development Director to find out the requirements for creating your specific Accessory Dwelling Unit (ADU).

Q: If a property that I own has an ADU (attached or detached), can I long-term or short-term rent the primary dwelling to one tenant, and long-term or short-term rent the accessory dwelling unit to another tenant?
A: No.  Single-family properties with an ADU must remain owner-occupied (i.e., the owner must live in either the primary dwelling or the ADU).

Q: How many people can occupy a rental property?
¨ Long-term rentals: a single family (related by blood, marriage, or adoption) +1 unrelated individual; or, 4 unrelated persons.
¨ Short-term rental:  two people per bedroom + 4 additional individuals.**

Q: Can I allow someone to reside in an RV or camp trailer on my property?
A: No.

Landscape Rebate Program:
We are pleased to announce that North Logan City is now eligible for the State's (DNR) landscape rebate program.  This program provides incentives and rebates for residents and businesses who install certain types of water-wise landscaping on their property, including park strips.   To see if your particular residence or business qualifies for rebates, please go to the following link:  https://conservewater.utah.gov/landscape-rebates/

Below are some frequently asked questions pertaining to garbage services:

Who is included in the Cache Waste Consortium (CWC) service agreement?
Residents and businesses in the following cities/towns are included in the CWC service agreement: Amalga, Clarkston, Hyde Park, Hyrum, Mendon, Millville, Newton, Nibley, North Logan, Paradise, River Heights, Trenton, Wellsville and Unincorporated Cache County areas.

When is Commercial service starting?
Commercial waste service is starting in a phased approach.  The first customers were notified of service starting July 31st.  All commercial customers in the CWC service area will transition to WM (Waste Management) service by October 1, 2023.  WM will send a postcard to the company billing address to notify the business of the start date for WM service.

When is Residential service starting?
Residential waste collection service will begin October 1, 2023.

Will my schedule change?
WM is evaluating the current routes and will update residents of their collection dates via a mailer in mid-September.

  • Trash will be collected once per week.
  • Recyclables will be collected once every two weeks.  WM will collect clean plastic bottles, milk jugs, tin and aluminum cans, paper and cardboard.
  • In North Logan, residential green waste will be collected every other week through October 31, 2023.

Will I get a new can (bin)?
Your current containers will be purchased from Logan City and will be owned by WM.  As WM starts service, you will continue to use the same containers.

Who will bill Residential customers for service?
For residential service, individual cities will continue to bill their residents as part of their monthly utility bill.  WM will bill the individual cities.

Who can I contact for more information?
Commercial customers can contact WM at 800-796-9696 with questions about their service.  Please be sure to indicate you are located in Cache County (or indicate your specific city).  Residential customers should call their cities/towns.

City Council, Planning Commission and Official Information
City Council meetings are held on the first and third Wednesdays, and Planning Commission meetings on the first and third Thursdays, at 6:30 p.m. in the meeting room at the North Logan City Library located at 475 East 2500 North (watch website calendar for any changes to that schedule). Official City business is posted at the City Office, the North Logan City Library, and the North Park Police Department Office. Required legal notices are printed in the Herald Journal. Meeting agendas are posted in the City Office, Facebook, Instagram and on the Utah Public Notice website (utah.gov). City newsletters are also mailed to all homes and businesses on a regular basis.

What are the water restrictions going to look like this summer?
As Councilman Buzzy Mullahkhel pointed out, it will take our aquifers two years to recharge from past years of severe drought.  As a result, North Logan City will continue to monitor our water supply throughout the summer.  The good news is that well #5 has been drilled and will come online later this year. 

Culinary (City) water users with odd addresses can water MWF and even addresses on T, Th, and Saturday. No watering on Sundays.

What should I do to prepare for potential flooding?
Clean out rain gutters/drains.  Place sandbags around window wells or walk-out basements.  Sandbags are available to North Logan residents at city shops at 1650 N. 1100 E.  Go to floodhazards.utah.gov for more information. 

Why does North Logan still have water restrictions after we had such a snowy winter?
North Logan relies exclusively on groundwater to meet our city’s culinary water needs.  It takes two years for our aquifers to recharge so we’ll need multiple years of heavy snowfall/rainfall to recover completely from the extreme drought we experienced.  We also need to spread out the demand on our system on different times of days so the entire city isn’t needing water at the same time.

Will we be eligible for the state’s landscape incentive program for our park strips, side yards, and front yards?
In order to qualify for the landscape incentives, the city has to adopt ordinances restricting landscaping for new construction in our city.  The City Council is reviewing these proposed ordinances and will be considering adopting them in future City Council meetings this summer.  Go to https://utahwatersavers.com/ to find out more about the program.  Utah Water Savers is a great resource for water conservation programs, tools, and rebates.  Currently, North Logan residents are eligible for Smart Controller Rebates.  Smart controllers automatically adjust your watering schedules based on weather conditions and landscaping needs.  Additionally, residents are eligible for Fixture Rebates.  More information can be found at https://utahwatersavers.com/NorthLogan

How do I know if I’m using the right amount of water for my yard?
Below is a chart that will give you an idea of the approximate amount of watering you should be doing for your size of yard.  USU extension offers a program that will help you analyze how much water you should be using on specific parts of your landscape. Why does North Logan continue to approve developments when existing citizens are on water restrictions?
North Logan hasn't approved new subdivisions that rely on culinary water for exterior use since 2007.  While some entitled phases have been built out after that time, the developments the city has approved have all had secondary water sources available for exterior use.  At this time, if new applications come in without secondary water, their landscaping/water restrictions will be very stringent.

Are you getting our info?
North Logan City has a mass communication system for emergency situations. This system is also used for construction updates and recreation announcements. If you are not receiving these notifications, please contact our office at 435-752-1310 ext. 10 or email us at receptionist@northlogancity.org.

Why do I still see a 50-cent charge on my utility bill for green waste?
Logan has always charged $1.00 per month for green waste--50 cents of which went towards having the green waste containers at Elk Ridge; and the remaining 50 cents was for composting at the landfill (for curbside or direct haul green waste).  Because they continue to provide the composting, they continue to charge the 50-cent fee.

When will garbage service in North Logan transition from Logan City to Waste Management?
October 1, 2023.

Will we still have recycling and curbside green waste service?
Yes.  Those services will continue when Waste Management begins service.

I got my property tax bill from the County.  Why am I still being billed for the Hyde Park Cemetery Maintenance District?
In March of this year, we were thrilled to finish the lengthy process to adjust the cemetery district boundaries.  However, this change won't take effect until 2024.  The good news is that this will be your last time ever paying into the HPCMD as a North Logan resident.
